The notice written in tiny letters still expects a large change in behavior.

There is a mismatch built into a great deal of official communication. The demand is significant, the consequences are real, and the type is six point on a grey background beside a door. Whoever produced it has satisfied the requirement to inform without doing any of the work of informing, and the gap between those two things falls on whoever fails to comply.
If you are responsible for telling people something that matters, make the size of the notice match the size of the change. And when you are asked to do something new, check the small print before it turns into a penalty you did not see coming.
What do you expect people to follow after mentioning it once quietly?
Free, with nothing to buy inside it.
