Staying quiet when someone’s getting clowned still counts as a choice. It’s just the lazy one.

Silence in the room reads as agreement to everyone present, including the person being laughed at. Nobody experiences your internal discomfort, so it does not count for anything outside your own head. Choosing not to act is still a choice with an effect, and it is the one that costs you least in the moment.
You do not have to confront anyone to break it. Change the subject, say the person’s name, ask a flat question, or go stand next to them afterward. Small interruptions work, and they are far more available than the brave speech you are imagining.
When did you stay quiet while someone got picked on?
Free, with nothing to buy inside it.
