If the apology is always followed by the same thing, just louder, the apology was only intermission.

An apology is a claim about the future, and the future keeps arriving to check it. When the cycle repeats, the words were functioning as a reset rather than a change, buying calm until the next round. That is not always cynical; some people mean it each time and still cannot change the pattern alone.

Stop measuring the apology and start measuring the interval between incidents. If it is not lengthening over months, treat the words as background noise. You can be compassionate about why it keeps happening and still decline to keep absorbing it.
