A town with one stoplight still has someone who’ll jump your car on a cold morning. That’s infrastructure too.

Infrastructure is not only concrete and wire. Half of what makes a place work is people who will lend a cable, hold a ladder or pull you out of a ditch, and that network is often strongest where the official provision is thinnest. You find out it exists the first morning your car refuses to start.
Work out who your three are, the people you could ring on a cold morning, and let them know they are on the list. Then get yourself onto somebody else’s: own a set of cables, learn how to use them, and offer before being asked.
Who near you would help with a dead battery?
