Sometimes silence after an offer is simply information gathering.

A pause after an offer gets read as pressure, disapproval, or a tactic, and quite often it is none of those. The person may simply be thinking, checking something, or waiting to see what else arrives. Filling that silence by improving your own offer is one of the most common ways people negotiate against themselves. Nothing has been communicated yet.
When you make an offer, stop talking and let the silence sit. Resist the urge to explain or sweeten. Whatever comes back after the pause is real information; whatever you add during it is not.
Whose silence did you read as rejection when it was thought?
Free, with nothing to buy inside it.
