Chaos does not need a strategy.

Order requires a plan and disorder does not. That asymmetry is why the default outcome of doing nothing is always mess, in a house, a schedule, a project, or a set of finances. Nobody has to intend the decline for it to arrive on schedule. Intention is required only for the other direction.

Stop treating the current state as something that will hold. Wherever you want a particular condition maintained, decide who does what and when. Without that, the outcome has already been chosen by default.
