A temporary measure can become permanent by outliving everyone’s attention.

STILLNESS

WHAT THIS MEANS

Emergency measures come with an implied end date that nobody writes down. The urgency passes, attention moves on, and the measure stays, because removing it would require someone to notice it and take responsibility for the change. Permanence is achieved by default rather than by decision, and after a few years it is simply how things are done.

When you agree to something temporary, put the review date in writing at the moment you agree. When you notice a rule that feels strangely specific, ask what emergency it came from and whether that emergency still exists. Endings need to be scheduled, because nothing expires on its own.
