A fallen leaf can be litter on a sidewalk and shelter a few feet away.

The same leaf is rubbish on concrete and habitat in a border six feet away. Nothing about the leaf changed; only the context decided whether it is mess or material. Our categories of waste are almost entirely about location and intention rather than about the thing itself.
This is a useful frame for tidiness generally. Before removing something, it is worth asking whether it is genuinely out of place or merely somewhere you had not planned for it. Some disorder is doing work. A garden left slightly untidy supports more life, and the same is often true of a schedule, a room, or a conversation with some slack left in it.
What do you tidy away that was useful where it lay?
Free, with nothing to buy inside it.
