Having the right documents is not the same as knowing what happens next. Forms tell you what to submit, not what the process feels like, how long the gap between stages usually runs, or which of the frightening-sounding letters are routine. That missing layer is where most of the distress in bureaucracy lives, and it is almost never written down because the people inside the system have stopped noticing they know it.
If you are the one who knows, say the unprinted part out loud. And when you are the one lost in a process, ask directly what nobody has thought to tell you.
Where did official instructions leave out what you actually needed?
