A broken guard makes speed available at a price someone else may have to pay.

RESILIENCE

WHAT THIS MEANS

Safety measures slow things down, which is the point of them and also the reason they get removed. The person who takes the guard off gets a genuine benefit: the job goes faster today. The cost, if it arrives, may land on somebody else, on a different shift, who never made that decision and does not know it was made.

If you find something disabled or bypassed where you work, say so even if it is not your area. And if you are tempted to remove one yourself, ask who is standing there when it goes wrong.
