Permission is rarely withheld deliberately. It simply never arrives, because there is usually no one whose job it is to grant it, and the waiting can go on indefinitely without anyone noticing. The first move goes to whoever gets tired of the wait, which has more to do with tolerance than with courage.

Name something you have been waiting to be allowed to do. Identify who would actually have to permit it. If the answer is nobody, that is your signal.
