That is the best government which desires to make the people happy, and knows how to make them happy.

LEADERSHIP
Wanting people to be well off and knowing how to bring it about are two separate qualifications, and most failures come from having only one. Good intentions with no competence produce well meant harm; competence pointed at something else produces efficient damage. Both halves have to be present before anything improves.
This applies to anyone running anything, including a team or a household. Ask yourself honestly which half you are short on at the moment. If it is intent, notice whose interests you have stopped considering. If it is skill, go and learn the specific thing, since sincerity does not do the work by itself.
Do you know how to help the people you want to help?
Free, with nothing to buy inside it.
