Conditions are frequently bad and frequently worth criticizing. The order still matters, because criticism of conditions arrives more honestly and lands better when your own preparation is not open to the same criticism. It also makes you harder to dismiss.

Before you name what was wrong with the environment, check whether you did your part fully. If not, fix that first. If yes, say what you need to say from solid ground.
