Love that never costs you anything is just being polite.

Politeness is love with the price removed. It is pleasant, it is easy, and it asks nothing of your time, money, comfort or schedule, which is precisely why it never quite reaches anyone. Cost is what makes care legible to the person receiving it. They can tell the difference between being treated nicely and being chosen.
Look at the people you say you love and find where it has not cost you anything lately. Then spend something specific: an evening, a drive, a difficult conversation, money you had other plans for. Do not announce the cost, since announcing it takes most of it back.
What has caring about someone actually cost you this year?
Free, with nothing to buy inside it.
