Scarcity makes sequencing powerful because the same resource can accomplish different things at different times.

The same resource can produce different results depending on when it is applied. Money at the start of a project does something different from money at the end, and attention given early can prevent problems that later attention only manages. Sequencing lets a limited supply do more than it could if spent all at once.

Ask when your effort will be worth most rather than only where. Sometimes waiting three months makes the same investment twice as effective.
