Stated values are free and spending is not, which is why a budget is the more honest document. Money goes where the real priorities are, including the ones nobody would list out loud. The same applies to your own account, where a month of transactions describes your life more accurately than any plan you have written.

Open your bank app and look at the last month by size rather than by date. Ask whether the biggest few items match what you would say matters to you. If they do not, change one of them this month rather than resolving to be different.
