A numbered list makes sequence look intentional even when it was accidental.
REFLECTION
REFLECTION
Numbering a list implies an order, and readers will assume that order means priority or sequence even when the items were written down in whatever sequence they occurred to someone. The format asserts a structure the content may not have.
If order matters in something you write, say why. If it does not, say that too. And when reading a numbered list, check whether the ranking is real before treating the first item as the most important, since a great many first items are simply the first thing that came to mind.
Which of your steps got their order purely by accident?
