A ramp covered in snow is an invitation withdrawn by maintenance.

An accommodation that is not maintained is not an accommodation. The ramp exists, the snow is on it, and for the person who needs it the building is closed, whatever the plans say. Access is a matter of the current state of things, not of intention.
So when you are responsible for anything meant to include people, check that it still works this week rather than that it was installed. The lift that is out, the captions that are off, the policy nobody has been told about. Maintenance is where inclusion actually lives, and it is much less interesting than the original announcement, which is why it gets dropped.
What did you offer and then fail to keep up?
Free, with nothing to buy inside it.
