An accessible route should not require a stranger to find the one person with a key.

A ramp that is locked, a lift that needs staff, an entrance around the back through a storeroom: each of these technically exists and practically does not. Access that depends on locating an employee turns arrival into a request, and a request has to be made by someone who is already tired of making them. Being able to get in should not be conditional on somebody else’s availability.
If you look after a space, walk the accessible route yourself as a stranger would. Note every point where you would need to ask for help. Fix the ones that depend on a person rather than a door.
Where does someone need your permission to do what others do freely?
Free, with nothing to buy inside it.
