The decision to ask again can be reasonable when the first answer did not address the question.

GRATITUDE

WHAT THIS MEANS

Asking twice gets treated as pressure, which keeps people from asking when they should. A reply is not automatically an answer, though: sometimes it addressed a different question, offered a general policy instead of your case, or simply moved past it. Repeating a question that was never engaged with is reasonable rather than rude. The distinction sits between insisting on a different answer and asking for an answer at all.

Look at what you were actually told and check whether it responded to what you asked. If it did not, ask again in narrower terms and name the part still open.
