The conversation about repair becomes harder when one person insists the wish to repair is already enough.

Wanting to fix something and fixing it are separate stages, and confusing them stalls the whole process. Someone who arrives saying they want to make it right, and then treats that willingness as the repair itself, has quietly moved the conversation onto their own good intentions. The other person is left with a choice between accepting the intention or seeming ungracious. Nothing about the original injury has been addressed, and now there are two things to discuss.
If you are the one wanting to repair, ask what would actually help and then do that. Intentions are the entry fee, not the payment.
Where have you offered goodwill in place of an actual change?
Free, with nothing to buy inside it.
