The office closing at five may be unreachable to the person whose work ends then.

Opening hours quietly select who can use a service. Anything available only between nine and five is available to people whose own time is flexible, and closed to anyone whose shift finishes exactly when the door does. No policy states this, and the effect is the same as if one did. Access gets decided by scheduling as much as by eligibility.
If you run something people need, look at whether its hours match the lives of those who need it most. One late evening a week, or a way of doing it without attending, changes who is actually served.
Who cannot reach the help you assume is available?
Free, with nothing to buy inside it.
