The person explaining the game decides whether a beginner feels invited or examined.

LEADERSHIP
Whoever holds the rules holds the tone. The same information can be delivered as here is how we play or as watch how much I know, and a beginner picks up which one within a minute. Their willingness to try, ask, and stay is largely settled before the first turn. Teaching a game is mostly hospitality with instructions attached.
If you are the one explaining, give the minimum needed to start and let the rest arrive during play. Say plainly that questions are expected, and answer the first one as though it were a good one.
How do beginners feel when you explain something you know well?
Free, with nothing to buy inside it.
