Some people need more resources; others need a better inventory of what is already available.

Two people can be equally stuck for opposite reasons. One genuinely lacks what the situation requires, the other has enough and has not looked properly. The second case is more common and much easier to fix, and it goes unaddressed because the request for more resources sounds so reasonable.

Before concluding you need more, do a real inventory. Skills, contacts, time, materials, half-finished things. The gap is often smaller than it looks from inside the complaint.
