A problem described accurately is already partially controlled.

Getting to a precise description forces you to know what is actually happening, which is why the description is so hard to produce and so valuable once you have it. Vagueness is comfortable and lets the problem stay large. A specific account limits it, shows its edges, and often makes the next step obvious without any further thinking.
Try explaining your situation to someone in plain language, without abstractions. Notice where you become vague, because that is where you do not yet understand it. Go there rather than to the parts you can already describe well.
Have you written down what is actually wrong, in plain words?
