Quality becomes culture after repetition removes the need for reminders.

LEADERSHIP
In the early stage, quality requires someone to insist on it, which is tiring and generates friction. Once the standard has been held long enough, it becomes what everyone assumes, and the reminders stop being necessary because nobody is considering the alternative. Getting to that point takes longer than people expect and then holds on its own.
If you are still having to enforce a standard, that is a stage rather than a failure. Keep insisting, consistently and without exception, since exceptions reset the clock. The point where reminders stop being needed is closer than it feels.
