Some people find their people at 15. Plenty find them at 23. Neither one is late.

GRATITUDE

WHAT THIS MEANS

There is no standard age for finding the people who fit you. It depends on where you happened to be, who happened to be there, and a great deal of chance that gets remembered afterwards as though it were merit. Arriving at it later is not a sign of anything about you, though it feels like one at the time.

If you have not found them yet, the honest position is that this is hard and it is not a verdict. Stay in places where the same people return: a class, a team, a regular room. Familiarity does most of the work that charm gets credit for.
