Your new city doesn’t owe you friends. You owe it a few invitations.

Waiting to be included is the default and it rarely works, because everybody else already has a full week and no particular reason to reach into it for you. The people who build a life somewhere new are generally the ones doing the inviting, awkwardly and repeatedly, for a few months. It is unfair that the newcomer has to do the work, and that is how it goes.
Invite three people to something ordinary in the next two weeks. Coffee, a walk, watching a match. Expect a couple of them to fall through and send the next one anyway.
How many invitations have you actually sent since you arrived?
Free, with nothing to buy inside it.
