Speaking a new language badly is the only route to speaking it well. There’s no side entrance.

There is no stage where you are quietly competent before you start speaking. Fluency is built out of hundreds of clumsy attempts, mangled words and sentences that come out backwards, and that stretch cannot be studied around. Waiting until you are good enough to speak means waiting for something only speaking produces. Everybody fluent went through exactly this, usually in front of other people.
Say something out loud in the language this week to an actual person, even badly. Three sentences is plenty. Treat each word you get wrong as one fewer wrong word left in the pile.
Which language are you waiting to be good at before speaking?
