Siblings don’t always apologize with words. Sometimes it’s “Want to get food?” Take the deal.

An invitation after an argument is doing the work an apology would do, without anybody having to say the sentence. In a lot of families that is the only available form, and refusing it because it did not come with an admission leaves the whole thing unresolved for no gain. The offer is the admission. Insisting on the words usually just restarts the argument.
Take the food. Go, talk about something else, let it be over without a summary of who did what. If you are the one who wants to make peace, you can use the same move and skip the speech.
What offer from your sibling was really an apology?
Free, with nothing to buy inside it.
