The label on the folder can outlive the reason it was created.

A category gets created for a specific reason, and the reason fades while the label stays. Years later people are still sorting things into a box whose original purpose nobody remembers, shaping how the material is understood by a decision that expired long ago.

Look at the structures you work inside, the folders, the recurring meeting, the standard fields, the team boundaries. Ask what each was originally for and whether that still holds. Some will turn out to be answering a question nobody is asking, and retiring one of those is worth more than optimising it.
