An official category can make a real experience administratively invisible.

REFLECTION

WHAT THIS MEANS

If a person’s situation does not match any available category, the system records them as something else or as nothing at all. Their experience continues to be entirely real and becomes administratively invisible, which means it cannot be counted, funded, or addressed.

When someone tells you their circumstances do not fit the form, believe them rather than pushing them into the nearest box. Note the mismatch somewhere it will be seen. Categories get revised only when the cases they fail to hold are recorded as failures rather than rounded into the closest available option.
