A neighborhood’s noise is someone else’s livelihood, celebration, or inability to sleep.

REFLECTION
The same sound is somebody’s income, somebody’s celebration, and somebody’s fourth night without sleep. Noise disputes are rarely about noise in the abstract, they are collisions between people whose lives run on different schedules and who each have a legitimate claim.
Before complaining, find out what the sound actually is and speak to the person rather than the authority. And if you are the source, ask the neighbours rather than waiting to be told. Most of these resolve easily in conversation and become entrenched the moment they turn into a formal complaint.
