A procedure can turn one person’s emergency into another person’s pending item.

A process converts urgency into a queue position. What is happening to the person is a crisis with a deadline attached to their actual life, and what appears on the other side is an item with a reference number and a normal turnaround. Nothing malicious occurs at any step. The translation itself removes the very information that would have caused someone to hurry.
If you handle other people’s cases, look for a way to let genuine urgency stay attached to the file. If you are the one waiting, say the consequence plainly and specifically rather than saying it is urgent. Concrete dates and outcomes survive the translation better than adjectives do.
