Do not delegate the blame while keeping every meaningful decision.

LEADERSHIP
Authority and accountability are supposed to travel together, and the most corrosive arrangement in any group is the one where they come apart. The decisions are made at the top and the consequences land on whoever executed them. People notice this quickly, and what they learn is to stop taking risks.
Look at the last thing that went wrong under you and ask honestly who chose the approach. If it was you, say so out loud, in front of the people affected. If you want others to carry responsibility, give them the decision that goes with it, including the freedom to make it differently than you would.
Whom did you let absorb blame for a call you made?
Free, with nothing to buy inside it.
