Consultation late in a process is usually a formality dressed as inclusion. By the time the plan is written, the effort already spent makes real change unlikely, and what is being requested is approval rather than input. The person who will live with the result can tell the difference, and being asked at that point is worse than not being asked.
Whenever a decision will land mostly on someone else, bring them in while the answer is still genuinely open. Ask what you have missed before you have anything to defend.
Who learns about your decisions only after they are nearly final?
Free, with nothing to buy inside it.
