The person learning an instrument deserves neighbors who can distinguish practice from performance.

Practice sounds bad on purpose. It is the same eight bars repeated, the wrong note found and corrected, the slow tempo nobody would choose to listen to, and it is the only route to the version that sounds good. A neighbor who hears it as a nuisance rather than as construction can end somebody’s playing entirely.
If you live near someone learning, say something encouraging before you ever say something about the hours. If the timing genuinely does not work, negotiate a window rather than a stop. Tolerance now buys music later.
Whose beginner noise have you judged as if finished?
Free, with nothing to buy inside it.
