Do not assume a person alone is waiting for you to solve their living arrangement.

A person on their own attracts suggestions. Advice arrives about moving closer to family, finding a housemate, taking a lodger or joining something, all offered kindly and all resting on the assumption that the present arrangement must be temporary or regrettable. Often it was chosen, defended, and suits them well.
Ask how they find their living situation before offering an improvement to it. If they raise a difficulty, help with that specific difficulty rather than with the arrangement as a whole. Company is usually more welcome than a plan.
