The person who knows whom to ask has an advantage that the public instructions may hide.

Written instructions imply that everyone begins from the same place, while the real route often runs through a person rather than a page. Someone who knows which office, which name, which hour to call gets in half a day what the official process takes six weeks to refuse. The advantage is invisible to whoever has it, because from inside it just feels like being sensible.
If you have that kind of access, hand it on without being asked: the name, the direct number, the phrase that works. If you do not, find someone who does and ask plainly. There is no prize for using the front door alone.
Whose knowledge shortens your path when the official route fails?
Free, with nothing to buy inside it.
