A coastline can look empty while holding routes that local people know by heart.

REFLECTION
Emptiness is usually a stranger’s word for a place they cannot read. What looks like undifferentiated shoreline is, to somebody who grew up there, a set of paths, tides, safe crossings and hazards held in memory rather than written down anywhere. None of that knowledge is visible, which is why outsiders keep concluding there is nothing there. Absence of legible detail is not absence of use.
Before deciding anywhere is unused, find out who already knows it and what they know. Asking that question first tends to prevent the plans that only make sense from a distance.
