A small percentage can represent a large number of people nobody names aloud.

Percentages shrink things on purpose. Two per cent sounds like an edge case, and it can be tens of thousands of people whose situation gets called marginal because of the arithmetic used to summarise it. Small proportions are exactly where individual names disappear. The figure can be accurate while the impression it leaves is not.
When a small percentage is used to close a discussion, convert it into people before accepting it. Ask how many that is, and whether anybody has asked them. A number is much easier to set aside than a count of humans.
Which number have you accepted without picturing the people inside it?
Free, with nothing to buy inside it.
