A windbreak helps people who may never stop to admire it.

The best shelter is the kind nobody comments on. A row of trees or a wall along an exposed path simply makes the walk less punishing, and the people it helps mostly do not register that anything has been done for them. That is not ingratitude; it is what success looks like for this kind of work.
If you build, fund or maintain anything of this sort, accept that thanks will be rare and the effect will be real. And when you do notice a place that has been made easier for you, say so to whoever is responsible, because they almost never hear it.
What have you built that helps people who will never notice?
Free, with nothing to buy inside it.
