Ask the people closest to the problem. The kid in the back row knows why the class is lost.

LEADERSHIP
The people doing a thing know why it is going wrong, and they are usually not the ones being asked. Distance smooths a problem out until it looks manageable, while the person in the back row can tell you the exact point where they lost the thread. That information is free, and almost nobody collects it.
Go ask whoever is closest to the thing that is not working, and ask about specifics rather than feelings. Listen without defending the current way of doing it. Then change something small enough that they see it happen.
Who sits closest to a problem you keep trying to solve?
Free, with nothing to buy inside it.
