A rule loses credibility when following it requires information nobody can obtain.
LEADERSHIP
LEADERSHIP
Rules that cannot be followed do not produce compliance, they produce quiet improvisation. If the right action depends on knowing something unknowable, people guess, then learn that guessing carries no consequence, then apply that lesson to the rules which do matter. The damage is not confined to the impossible rule. Every unenforceable requirement lowers the standing of the ones beside it.
If you are responsible for a rule, check whether the information it needs actually exists and can be reached. Where it cannot, either supply it or drop the requirement rather than leaving people to invent an answer.
Which rule you enforce asks for something people cannot know?
Free, with nothing to buy inside it.
